Jura and SEALSQ Plan Swiss Post-Quantum Semiconductor Centre

The Republic and Canton of Jura has signed a memorandum of understanding with SEALSQ and parent company WISeKey to develop a Swiss centre for post-quantum semiconductor personalisation, testing and secure provisioning.

The proposed Jura Center represents an indicative investment of CHF 40 million to CHF 60 million over six years. Its initial activities would include injecting cryptographic roots of trust, personalising secure firmware, testing devices and supporting certification.

The partners expect the centre eventually to add application-specific integrated-circuit design capabilities. They cite a target of approximately 40 direct jobs within two years, rising to 150 within four years and potentially more than 250 over the longer term.

At the centre of the plan is SEALSQ’s QS7001 Quantum Shield secure element. The device is intended to implement the NIST-standardised ML-KEM key-encapsulation and ML-DSA digital-signature algorithms, providing a hardware foundation for products migrating from conventional public-key cryptography.

Why semiconductor personalisation matters

Secure elements normally leave the wafer and packaging process as generic devices. During personalisation, manufacturers or trusted service providers inject device identities, cryptographic keys, certificates, firmware and policy information that bind each component to a particular product or security domain.

Keeping this stage within a controlled national facility can be relevant to defence equipment, critical infrastructure, industrial controls and other systems whose credentials and trust anchors must remain under defined jurisdictional control.

The proposed centre would draw on Jura’s precision-manufacturing and microtechnology base. The parties also plan to explore training and applied research with HE-Arc Ingénierie and cooperation with other Swiss academic and industrial organisations.

SEALSQ says the project will adapt experience from Quantix Edge Security, a post-quantum semiconductor design and personalisation centre being developed in Murcia, Spain. That project has a stated budget of €40 million, including a €19.6 million commitment from the Spanish government.

MoU is not an operating facility

The Swiss announcement remains an early-stage agreement. A site has not been selected, and the public and private financing shares have not been defined. The parties must still form a working group, prepare a business plan, identify academic and industrial partners and develop the regulatory and certification roadmap.

They also intend to evaluate Swiss federal and armasuisse industrial-participation opportunities. These are potential funding and procurement routes, not awarded contracts.

No building schedule, equipment list, cleanroom requirement, annual provisioning capacity or operating date has been disclosed. The QS7001’s own certification programme must likewise be distinguished from certification of the proposed centre and its production processes.

The plan could add a useful European capability between semiconductor fabrication and final system integration. Its next credible milestones will be a selected site, binding financing, formation of the Swiss operating company and an implementation agreement defining equipment, capacity and commissioning dates.
